Julia Coffman is a Senior Consultant at HFRP, where she has worked since 1996. She has particular expertise in the evaluation of advocacy, policy change, and communications efforts, and currently manages HFRP’s evaluation of the Packard Foundation's Preschool for California's Children grantmaking program.
Julia has led much of HFRP's evaluation work over the last decade. HFRP helps nonprofits and foundations integrate evaluation and strategy development; selectively conducts evaluation in areas of particular interest; and publishes The Evaluation Exchange, a nationally-renowned periodical on emerging evaluation strategies and issues. Her expertise is with theory of change approaches to evaluation, and her approach emphasizes real-time learning that helps organizations adapt their strategies and continuously improve. Past projects include HFRP's long-term evaluation of W.K. Kellogg Foundation's Devolution Initiative and the evaluation of WGBH's Social Impact Campaign on global health.
Julia received a graduate degree in Justice Studies at Arizona State University and an undergraduate degree in Psychology from the University of Illinois at Urbana-Champaign. She is co-chair of the American Evaluation Association’s Advocacy and Policy Change Topical Interest Group and a member of The Advertising Council’s Research Advisory Committee. She is based in the Washington D.C. area.
